City of Orlando First-Time Homebuyer Program

The City of Orlando’s Down Payment Assistance (DPA) Program provides assistance to qualified first-time homebuyers for the down payment and closing costs associated with purchasing a home. The amount of assistance funds is dependent on each applicants’ household income and need.

Eligibility Requirements

All applicants must be first-time homebuyers (those who have not owned a home in the previous three years). Exceptions to this rule are made for displaced homemakers, single parents, former/future Parramore residents, City of Orlando employees, teachers/school administrators, or public safety personnel. All applicants must secure a first mortgage from one of the City’s certified lenders and complete a HUD-approved pre-purchase homebuyer’s education program, including a “One-On-One” session (telephone counseling is not acceptable). Additionally, applicants must contribute a minimum of $1,000 from their own funds toward the down payment/closing costs; gift funds of loans are not permitted.

Seller-funded down payment programs were eliminated in the Housing and Economic Recovery Act of 2008, but states and local government agencies are still permitted to help borrowers finance their homes with second mortgages and grants. These agencies set different requirements that a borrower needs to meet in order to qualify for the grant programs, such as property location, and purchase price, and income limits.

Note: All figures mentioned above were accurate at the time of publication and may no longer be current. Visit the program website for updated information.
