City of Chesapeake HOME Program
Eligibility Requirements:
- Must be a first-time homebuyer.
- Property must be purchased in the localities in the city of Chesapeake, VA.
- Provide a certificate from a VHDA-approved First-time Homebuyer Class (in-person instruction only).
- Property must meet inspection standards and local codes.
- Buyer must not have previously signed a sales contract prior to entering the DPCC program.

3-person household: $60,850
4 -person household: $67,600
5-person household: $73,050
6-person household: $78,450
7-person household: $83,850
8-person household: $89,250
*Seller-funded down payment programs were eliminated in the Housing and Economic Recovery Act of 2008, but State and local government agencies are still permitted to help borrowers finance their homes with second mortgages and grants. These agencies set different requirements that a borrower needs to meet in order to qualify for the grant programs, such as property location, and purchase price, and income limits.
