City of Portsmouth Come HOME Program

This program is designed to expand homeownership and housing affordability to families who are in the low to moderate income range.  For those reasons, the Come HOME to Portsmouth Program provides closing cost and/or down payment assistance to qualified first-time homebuyers who desire to purchase a new or existing home in the City of Portsmouth. 

Available Assistance 
The Come HOME to Portsmouth Program provides closing cost and/or down payment assistance of up to $20,000 to qualified first-time homebuyers. It is designed to expand homeownership and housing affordability to families who are in the low to moderate income range. 


Eligibility Requirements
  • Must be a first-time homebuyer 
  • Property must be purchased in the city of Portsmouth, Virginia 
  • Provide a certificate from a VHDA-approved First-time Homebuyer Class (in-person instruction only) 
  • Property must meet inspection standards and local codes 
  • Buyer must not have previously signed a sales contract prior to entering the DPCC program

1-person household: $46,200 
2-person household: $52,800  
3-person household: $59,400  
4 -person household: $66,000  
5-person household: $71,300 
6-person household: $76,600 
7-person household: $81,850 
8-person household: $87,150 

 ​*Seller-funded down payment programs were eliminated in the Housing and Economic Recovery Act of 2008, but State and local government agencies are still permitted to help borrowers finance their homes with second mortgages and grants. These agencies set different requirements that a borrower needs to meet in order to qualify for the grant programs, such as property location, and purchase price, and income limits.
