Financial Assistance for Homebuyers in Louisiana

The City-Parish Office of Community Development (OCD) of Baton Rouge’s Homebuyer Assistance Program (HAP) is designed to assist families by providing down payment assistance. As of January 24, 2014, the program was revised and the assistance will vary by homebuyers, and maximum mortgage loan must be determined by the lender without including HAP funds. The down payment assistance is a minimum of 3 percent of the purchase price.

Eligibility for the program is contingent on a number of things:
  • Properties eligible for HAP assistance must be located in East Baton Rouge Parish, with the exclusion of properties located in Baker, Central and Zachary.
  • Buyers must not have owned a home in the last 3 years, or qualify as a displaced homemaker or a single parent.
  • Must attend an HUD approved homeownership eight-hour education course and receive a certificate upon completion.
  • There must be evidence of down payment funds must be in bank accounts at time of application. If other assistance is received only $1,000 of personal funds will be required.
  • The buyer is required to have two months of mortgage payments in bank account at time of closing. This amount excludes down payment closing funds.
  • The applicant must have a job in the same field for at least one year and must have stable income.
  • Household income cannot exceed 80 percent of the median income as established by HUD (Income of all persons 18 years and older must be included).
  • Loan debt ratios must be between 33 and 42 percent of monthly income.
  • Applicant’s credit score must be a minimum of 620.
  • Collections, unpaid accounts, judgments and defaulted student loans are not acceptable.
Income Limits (as of December 2016) for Qualification in the Homebuyer Assistance Program:
  • 1 person: $36,700 (monthly income of $3,058)
  • 2 persons: $41,950 (monthly income of $3,495)
  • 3 persons: $47,200 (monthly income of $3,933)
  • 4 persons: $52,400 (monthly income of $4,366)
  • 5 persons: $56,600 (monthly income of $4,716)
  • 6 persons: $60,800 (monthly income of $5,066)
  • 7 persons: $65,000 (monthly income of $5,416)
  • 8 persons: $69,200 (monthly income of $5,766)
  • 9 persons: $73,400 (monthly income of $6,116)
  • 10 persons: $77,600  (monthly income of $6,466)

Down Payment Grants in Louisiana

The Expand to Homeownership Program assists homebuyers in New Orleans with the upfront down payment and closing costs when purchasing a home. Repayment is not required if you, the borrower, occupy the home as your primary residence. 

The First-time Homebuyers Assistance Program, established and administered by the City of Kenner Department of Community Development, is designed to provide financial assistance to low, moderate, and median income households trying to purchase a home in the City of Kenner.

With the City of Shreveport’s Home Buyers Assistance Program Participation Initiative (HAPPI), first-time homebuyers can access down payment, buy down, and closing cost assistance through participating local lenders.

With the Southern Mortgage Assistance Program, The Jefferson Parish Finance Authority offers residents a 30-year fixed rate mortgage with a Down Payment Assistance (DPA) Grant. The assistance covers either 3 or 4 percent of the loan amount for borrowers.
